The Civil Division serves as the legal backbone of County government—providing trusted guidance and representation to ensure that McHenry County operates lawfully, effectively, and transparently.

Acting as the County’s legal counsel, the Civil Division represents both the County and its elected officials in a wide range of legal matters and proceedings. From the development of local laws to courtroom advocacy, our attorneys play a vital role in supporting the day-to-day functions of government.

What We Do

Our work touches nearly every aspect of County operations. The Civil Division:

  • Drafts and reviews ordinances and resolutions that shape County policy
  • Prepares and evaluates contracts and intergovernmental agreements
  • Advises County employees and elected officials on their legal duties and responsibilities
  • Ensures compliance with the Freedom of Information Act (FOIA) by responding to public records requests
  • Represents the County and its officials in litigation and legal disputes
