Certified Communities have been delegated authority by the McHenry County Stormwater Management Commission (SMC) under the McHenry County Stormwater Management Ordinance (SMO) to administer the SMO within their corporate limits.  A list of Certified Communities may be found here.  Please click here for a list of Enforcement Officers and community contact information.

All Certified Communities have adopted the countywide SMO, but they may have adopted more stringent regulations than the minimum standards of the SMO.  Certified Communities apply for re-certification ever five years.

McHenry County P&D is the permitting authority for all Non-certified Communities.

The McHenry County Board recently adopted a set of amendments to the SMO.  All municipalities wholly within McHenry County are required to adopt the revised SMO by December 31, 2020.  Please use the "SMO Ordinance Adoption Template" below to aid in the adoption. An errata version of all amendments can be found here.  A pdf version of the revised SMO can be found here.

Each Certified Community that has adopted the McHenry County Stormwater Management Ordinance (SMO) is required to submit an Annual Report to the County describing all stormwater management permit activity within the previous calendar year.  All Annual Report documents must be returned to McHenry County Department of Planning & Development by February 14, 2022.  If your community has adopted another county’s stormwater ordinance, no Annual Report submittal is required.
