This Division is responsible for administering U.S. Department of Housing and Urban Development (HUD) programs including the Community Development Block Grant (CDBG), the Housing Investment Partnership (HOME) grant, Continuum of Care (CoC) grants, Treasury Emergency Assistance Programs, and the Lead-Based Paint Hazard Reduction Grant (Lead Safe Homes Program).


Funding Opportunities:

The Emergency Solutions Grant (ESG) offers funding to public and non-profit organizations that are responding to the needs of homeless populations through a comprehensive communitywide planning process and implementation strategy known as “Confronting Homelessness in McHenry County.” Potential applicants for ESG funding should review the State of Illinois Eligible Activities

Illinois State Funding Programs for McHenry County

State funding for housing, notably in Illinois, focuses on a "Housing First" approach through the Home Illinois Program, directing over million toward rapid rehousing, shelter diversion, and permanent supportive housing to combat homelessness. Key programs include short/medium-term rental assistance (RRH), immediate alternative housing solutions (Diversion), and long-term, service-intensive housing (PSH). 

  • 2027 NOFO Rapid Rehousing (RRH): Focuses on rapidly transitioning individuals/families from homelessness to permanent housing, offering financial assistance for up to one year, housing identification, and stabilization services. 
  • 2027 NOFO Shelter Diversion (SD): Aims to prevent individuals from entering shelters by providing immediate alternatives, such as mediation, financial assistance, and service connections.
  • 2027 NOFO Permanent Supportive Housing (PSH): Combines housing with intensive, site-based case management for individuals with disabilities or chronic homelessness, often funded through the IHDA's PSH Development Program.
  • Emergency & Transitional Housing: Provides temporary shelter, case management, and services, often targeting individuals needing immediate, short-term support.
  • 2027 NOFO Supportive Housing Services Program (SHSP): Provides funding for services to help residents maintain housing stability in permanent supportive housing.
  • 2027 NOFO Homelessness Prevention: Targets those at risk of losing their housing, providing legal services, and financial assistance to remain housed.
  • Youth Homelessness Program: Dedicated funding for services and housing specifically for youth experiencing homelessness.
