CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)

Comment Period and Public Hearing

The McHenry County Department of Planning and Development, Community Development Division announces the availability of the 2024 DRAFT Consolidated Annual Performance and Evaluation Report (CAPER) for public comment and public hearing.

The CAPER is prepared pursuant to the U.S. Department of Housing and Urban Development (HUD) regulations of 24 CFR 91.520 for the Community Development Block Grant (CDBG) and HOME Investment Partnerships programs. The CAPER details the progress that the County has made in implementing various programs during Program Year 2024. Please note that Program Year 2024 covers the timeframe of October 1, 2024 through September 30, 2025.

Copies of the 2024 DRAFT CAPER are available starting on Wednesday, February 11, 2026, beginning at 9:00 AM through Wednesday, February 25, 2026 ending at 4:00 PM at the Community Development office, located at 667 Ware Road, Suite 208, Woodstock, IL 60098. The 2024 DRAFT CAPER is also located on the Community Development webpage in PDF format at www.mchenrycountyil.gov/CD.

A public hearing will be held onsite on Thursday, February 19, 2026, from 11:00AM – 12:00PM as follows:

Written comments are due no later than 4:00 PM on Wednesday, February 25, 2026.

2024 DRAFT CAPER

Continuum of Care

HUD re-posted the FY 2024/2025 CoC Program Competition Application Renewal.

This application is a carryover from the 2024 application process. Below are the results from FY2024 rubric. Our CoC deadline to submit on e-snaps will be on 01-29-26. Final submission for HUD will be on February 9^th, 2026. If a project couldn’t renew FY 24 but becomes eligible FY25- It must apply. Projects expiring in CY2025 can be renewed for FY24 funds. Projects eligible FY25 renewal must expire in 2026.
