Across the entire Strategic Plan, there are 33 separate objectives for the County to complete within a 4 year period from 2017 to 2020. The County shows how much progress it has made on accomplishing Strategic Plan Objectives by placing a colored progress indicator arrow next to the Objective on the Strategic Plan Report Cards. The arrows look like this:
As of the September 2019 Strategic Plan Report Card, McHenry County has earned 23 out of a possible 33 green arrows, or 69.70% of all possible green arrows. The Strategic Plan is to be accomplished over a 4 year period. Since 2.75 of those years, or 68.75% of those years have passed, and McHenry County has earned 69.70% of its green arrows, McHenry County is on track in achieving the objectives of the Strategic Plan. It should be noted that the County Board provided staff with additional insight to success in accomplishment of the Strategic Plan during its strategic planning meeting in May of 2019. This insight did include additional action items which were included into the objectives and tasks of the Strategic Plan. Once incorporated into the Strategic Plan Report Card, certain green arrows had to be downgraded in recognition of the action items to be accomplished.
Why Is It Important?
- The Strategic Plan keeps McHenry County’s Elected Officials and staff on the same page. Counties do not have one elected leader that determines goals. Instead, the people delegate their authority to various elected officials such as board members, chairs, clerks, recorders, sheriffs, treasurers, coroners, and auditors. Each officer often has different ideas on what is best or the highest priority to accomplish for his/her residents and has his/her staff fulfill said ideas. The Strategic Plan was created using the input from the County Board Members and the County Board Chairman to give a unified direction to staff and has had significant buy in from other elected officials and their respective staff members.

Relationship to Strategic Plan Long-Term Goal: Operate at the Lowest Possible Tax Levy
Green arrows indicate that the County has made significant advancement toward a Strategic Plan Objective at this point in time. Many Strategic Plan Goals and Objectives relate to cost savings and efficiencies, so significant progress directly or indirectly translates into the overall goal of operating at the lowest possible tax levy.
The methodology to determine the percentage of green arrow progress indicators is a simple calculation of the total number of green progress indicator arrows across the 5 Key Strategic Issue Areas on the Strategic Plan Report Cards at that time divided by the total number of progress indicators.
