Measurement: E-Return Cost Savings

As of April 23, 2018, the Recorder’s Office transitioned to a new electronic recording system that streamlined the workflow process while improving the customer and employee experience. This system also allows customers to request that their recorded or rejected documents be returned via email, often within a few hours, rather than within several days by mail. As of August 31, 2019, this electronic system saved the County over $4,786.50 in postage, materials and labor.

Why Is It Important?

  • The system also included a new indexing assistance tool that leverages optical character recognition (OCR) within the County Recorder’s existing database and speeds the searching and indexing of recorded documents to optimize document integrity, consistency and accuracy of recorded data.
  • Due to the new system, the Recorder’s Office can now process, index, record and return documents to customers by the end of the same business day.

Relationship to Strategic Plan Long-Term Goal: Operate at the Lowest Possible Tax Levy

The full language of the Strategic Plan Long-Term Goal is, “Identify and prioritize citizen expectation and provide services efficiently in order to operate at the lowest possible tax levy.” Whenever the County reduces a long-term cost, that money, for the most part, does not have to be levied on the taxpayers in the next property tax levy. While smaller cost savings may not be felt by individual taxpayers, overtime, the taxpayers will benefit from the cumulative effect. This system creates efficiencies for both staff and public utilization.


A feature of the Recorder’s new software tabulates the postage and material costs that have been saved by sending recording documents electronically. The cumulative cost savings realized will be reported on a quarterly basis.
