Residential Service Upgrades

A residential service upgrade project consists of work that alters building systems or configurations without changing or modifying the occupancy, use group or occupancy load. Such work includes: replacement and/or installation of structural/framing, mechanical, plumbing, or electrical system component(s), installation of accessory appliance(s) used for heating, cooling, or power generation. Please review the Residential Service Upgrade Checklist prior to starting your online application.

Online Residential Service Upgrade permit submissions are typically reviewed within two business days. Following the review, we will contact you to inform you that the permit is ready for pick up or to be mailed (additional $6.00 fee) or to let you know what additional information or revisions are required. A non-refundable permit fee of $75.00 is required at the time of application. Depending on the scope of work, additional fees may apply. Directions for paying by credit card are provided at the end of the application form.

If you prefer to come into the Planning and Development Department, Residential Service Upgrade permits can often be issued over the counter if all required information is provided and all county code requirements are met. In the office, payment can also be accepted by cash and check.

Every application for a building permit must include a site plan. Directions for preparing the site plan can be found here. Save the site plan to your computer. You will need to attach it to your online permit application.

If you entered an email address prior to submitting your application, you will receive a confirmation email with a Submission #. The Submission # should be used when making your on-line payment. If you do not receive the confirmation email, check your junk or spam email folders. If you still do not find the email, please email [email protected] or call 815.334.4560 to ensure that your application was properly submitted.


A non-refundable permit fee of $75.00 is required at the time of application. A $6.00 mailing fee is also required at the time of application, unless you opted to pick-up the permit on the application form. Depending on the scope of work, additional fees may apply. For online credit card payments, there is a non-refundable service fee paid directly to GovPayNet.
